Yorke Alioni, has accused Speaker of Parliament Anita Among of disregarding both court rulings and parliamentary procedures.

Speaking during a heated session, Alioni criticized Among for refusing to reinstate Francis Zaake, MP for Mityana Municipality, to the Parliamentary Commission despite a court ruling in Zaake's favor.

“With proper interpretation of various court rulings, take the example of Zaake, where the court ruled that he should be reinstated to the Parliamentary Commission. It is this same Parliament, led by Anita Among, that disrespected the court ruling and locked him out, to this date,” Alioni stated.

Zaake was removed from the Parliamentary Commission following a contentious vote in 2022. However, the High Court later ruled that his removal was unconstitutional and ordered his reinstatement. Despite this ruling, Speaker Among and the Parliament have yet to act, leaving Zaake in limbo.

Alioni further accused the Speaker of extending this pattern of disrespect to parliamentary procedures, specifically in her handling of a recent motion seeking to censure four Parliamentary Commissioners. The Commissioners are facing scrutiny over the alleged misappropriation of Shs1.7 billion for a Service Award.

“The disrespect is now being extended to the Rules of Procedure of Parliament. Look at how the motion seeking to censure the four Commissioners was handled. This Parliament is now in contempt of its own rules,” Alioni added.

His remarks come at a time when tensions within Parliament are high, with several MPs voicing concerns over governance and accountability. Alioni’s criticism points to a growing divide between those who support the Speaker’s leadership and those who believe that parliamentary rules and judicial decisions are being undermined.

It remains to be seen how the Speaker and the Parliament will respond to these allegations, but the accusations are likely to stir further debate on the independence of Uganda’s legislative body.
