Policeman petitions over abuse of power by deputy IGG Anne Muhairwe

A police officer has petitioned the Inspectorate of Government  over what he termed as abuse of power, conflict of interest , torture and environmental degradation allegedly done by the deputy IGG, Anne Muhairwe.

In a January,22. 2025 petition, constable Alex Katungi attached to environmental police through his lawyers of Mwesigwa Rukutana and Company Advocates says on January, 19 while executing his duties, he inspected suspected dumping contrary to Section 55 of the National Environment Act and  that upon  further inquiry, he found that the degradation was being orchestrated by Mrs. Ann Muhairwe Deputy Inspector General of Government, who admitted to owning the land.

The police officer says through his lawyers that he found that Mrs.Muhairwe  was backfilling a wetland.

“As the inspection was ongoing, a one Asiimwe Ronald who appeared to be the site manager made a phone call to Ann Muhairwe who arrived at the scene at around 1300 hours and started verbally insulting/threatening and intimidating our client. She immediately ordered our client to leave the site and never to step there again,” the lawyers say in the petition.

The police officer says he was intimidated by the deputy IGG who told him “she only fears the President, the First Lady and General Caleb Akandwanaho alias Salim Saleh.”

“Our client immediately left the scene amidst threats by the said Ann Muhairwe while vulgarly abusing him.”

The police officer says he later reported to his supervisor, the commandant of environmental police, Commissioner Enock Baine who advised him to report a case at Kajjansi Police Station and was opened vide Reference Number SD 65/20/01/25-against Ann Muhairwe.

He adds that later, the deputy IGG personally contacted and invited him to her office.

“ Upon reaching, he found a group of persons who had previously been arrested and convicted of environment related offences. It is alleged that the said persons, who miraculously appeared after our client had opened a case against Ann Muhairwe, had allegedly complained that our client had assaulted them,” the lawyers say in the petition.

According to the petition, Muhairwe would later force the police officer to kneel down in the presence of former convicts and ordered him to pay what she termed as damages to one Ronald Asiimwe who was managing the dumping.

It is said that the police officer was forced to pay  shs3million  but also further made to kneel, raise his hands and forced to apologise to Asiimwe while she was recording him, and threatened to share the recording in social media.

“Ann Muhairwe then ordered our client to stop investigations and withdraw the case opened against her at Kajjansi Police Station, or else be "prosecuted" and terminated from Uganda Police Force. Ann Muhairwe has now enlisted former convicts and made them sign statements against our client claiming they will be witnesses in the criminal trial,” the lawyers say.

In the petition, the police officer says the actions of the Deputy Inspector General of Government are shameful, abuse power and an act borne out of impunity which erodes public confidence in the Institution of the Inspectorate of Government.

He asked the IGG’s office to reign on Muhairwe to “cease and desist of further harassment and framing the police officer with dubious charges.”

Several efforts to reach out to  the IGG spokesperson Munira Ali for a comment on the matter were futile as calls and Whats App messages to her known numbers went unanswered.
