Drama as Hoima Youth Councillor Clashes with District Chairman Over Govt Tractor

Chaos erupted at Hoima District Headquarters in Kasingo on Monday as youth leaders clashed with District Chairman Uthuman Mugisha over the management of a government-donated tractor.

The disagreement escalated when Hoima male youth councillor Kenneth Kwolekya attempted to physically confront Chairman Mugisha during a heated exchange.

Police intervened, firing bullets in the air to disperse the crowd and arresting Kwolekya in the process.

The controversy dates back to early December 2024, when Prime Minister Robinah Nabanja handed over two tractors to Hoima District—one designated for a women’s savings group and the other for youth.

During the handover, Nabanja advised that the youth tractor be managed by sub-county youth leaders, citing alleged mismanagement of previous tractors by district youth leaders.

While the women’s savings group took custody of their tractor without incident, disputes over the youth tractor persisted.

At Monday’s handover ceremony, Kwolekya and other district youth leaders strongly opposed the decision to place the tractor under sub-county management, accusing the district chairman of unfairly sidelining them.

Chairman Mugisha defended the decision, stating it followed the prime minister’s guidance and aimed to prevent further mismanagement.

“The previous youth tractors were poorly handled, and we cannot risk repeating that mistake,” he said.

Mugisha also accused unnamed individuals of using youth leaders to undermine his leadership.

In response, Kwolekya alleged that Mugisha had previously taken the youth tractor for personal use without notifying the youth leaders.

“We’ve been demanding the return of this tractor for a month. Now he accuses us of mismanagement, yet he’s equally to blame,” Kwolekya fired back before his arrest.

Deputy Resident District Commissioner Michael Kyakashari criticized the incident, calling it a display of misplaced priorities.

“It’s disheartening to see leaders fighting over a government tractor when they have the resources to hire private ones. Let’s focus on work instead of dependency,” he remarked.

Kyakashari urged the selected management committee to ensure transparency and accountability in the tractor’s operations.

“The youth have entrusted you with this responsibility. Uphold that trust by managing the tractor fairly and ensuring it benefits the entire community,” he advised.

Following Kwolekya’s arrest, calm was restored, and the tractor was officially handed over to sub-county youth chairpersons.

These leaders are expected to form committees to oversee its operations, ensuring its intended purpose of supporting agricultural development and youth empowerment is achieved.
