The Uganda Bureau of Statistics (UBOS) has provided an update on the utilisation of funds for the 2024 National Population and Housing Census.
UBOS reported that Shs88.7 billion was allocated for payments to census personnel through an e-Cash platform.
This amount covered 115,846 enumerators, with 98.7 percent of them having received their compensation.
Additionally, 97.1 percent of field guides, all 13,272 enumeration supervisors, and 99.4 percent of the 14,643 sub-county supervisors have been paid. However, only 55.78 percent of the 1,635 district officials have been compensated.
Extensive training was conducted at four levels: Training of Trainers (TOT), national, district, and sub-county levels.
This initiative, aimed at ensuring the effectiveness of the census, cost Shs62.3 billion.
The government funded 99 percent of the total census budget, contributing Shs328.74 billion, while development partners provided the remaining 1 percent, amounting to Shs 18.5 billion.
Despite the progress in disbursing payments, some personnel remain unpaid due to issues such as mismatched names and the loss of census equipment.
Specifically, 829 out of 122,026 tablets and 11,733 out of 119,418 power banks used during the enumeration period from May 10 to 25 were not retrieved.
Uganda Bureau of Statistics also announced plans for a post-enumeration survey in 135 districts and 11 cities to verify the census data.
A new team of enumerators will be recruited for this task. The Bureau aims to resolve all payment issues by the end of August 2024.
