Hoima, Masindi CAOs transferred over feuds with district executives

Hoima district chairman Uthuman Mugisha has applauded the Ministry of Local Government for listening to his concerns and got the chief administrative officer Oluba Kumakech and his deputy transferred.

"I want to thank ministry of local government for being swift and having this CAO transferred. The  problem is that when most of these officers be in a place for a long time,  they mix up in politics and fail to deliver on their mandate. I'm ready to ready to receive a new CAO who will work with me cordially and hold professionalism with high regard," Mugisha said

He added that  because Kumakech had got into politics, most of the civil servants have not been performing to the expectation, since they didn't have close supervision and this has affected service delivery.

"When you look at Emyooga funds, a lot of money went to waste. This is the same case  with PDM  where most monies are missing as they  went to wrong people, but the person meant to supervise was busy in politics."

When contacted, Kumakech  confirmed that  about 30 districts have hard CAO transferred including him, saying it is a normal practice.

"This is a general normal transfer especially at the end of a financial year. It is not only me. I am told about 30 districts have been affected, though we haven't got the official communication from the center. We  are waiting for our postings and I will go and serve."

He said his deputy, Harriet Katusiime, too, was transferred.

The disagreements between Kumakech and the district  chairman are said to have led to the transfer.

The feud started shortly after the by-election that saw  Mugisha  elected to replace his fallen father Kirungi Kadiri who died in an accident in Namayumba Wakiso as he headed to Kampala.

Mugisha accused Kumakech  of siding with his opponents including Savana Muhumuza and a section of some councilors to fail him.

Similarly, in Masindi, Phionah Sanyu the chief administrative officer has also been transferred following misunderstandings between her and the council led by speaker Moses Kirya, and chairman Dr Cosmas Byaruhanga.

The council has for long accused Sanyu of deliberately refusing to implement council resolutions.
