Kasese teacher arrested over attempting to leak ongoing UCE exams
A teacher and exam invigilator in Kasese District is in police custody for allegedly attempting to leak the Uganda Certificate of Education (UCE) Geography exam.
Elizabeth Kabugho, a teacher at Kisinga Vocational Secondary School, was arrested while invigilating at Vision Vocational Secondary School in Kisinga Sub-county during the ongoing UCE exams.

She was caught using her mobile phone to take photographs of the Geography exam paper, allegedly with the intent of distributing it to students.
Her actions violated strict Uganda National Examination Board (UNEB) regulations, which prohibit the use of mobile phones by invigilators during exams.
SP Nelson Tumushime, the Rwenzori East Regional Police Spokesperson, confirmed Kabugho’s arrest during a press briefing at Kasese Central Police Station.
“We caught her in the act of photographing the exam paper, which is a clear breach of UNEB guidelines,” Tumushime said.
“Such acts of exam malpractice are taken very seriously as they compromise the integrity of our education system.”
Kabugho is expected to face charges related to exam malpractice in court later this week. The Ministry of Education and Sports, together with UNEB, has strict guidelines to prevent any form of cheating during national exams. Authorities have reiterated their commitment to maintaining the integrity of the exam process.
“We are working closely with UNEB and other stakeholders to ensure that cases like these are dealt with firmly and swiftly,” SP Tumushime emphasized. “The sanctity of national exams must be protected.”
The arrest has sparked concern in the local education community and highlights the ongoing challenge authorities face in curbing exam malpractice across Uganda.
