Kapelebyong District Warns of Recruitment Fraud

In an internal memo dated January 10, 2025, titled "Notice on Recruitment Fraud in Kapelebyong," Ms Oroma alerted the public to the circulation of fraudulent appointment letters.

The Chief Administrative Officer (CAO) of Kapelebyong District Local Government, Ms Rhoda Oroma, has issued a stern warning about a recruitment scam targeting unsuccessful applicants from the district’s recent hiring exercise.

In an internal memo dated January 10, 2025, titled "Notice on Recruitment Fraud in Kapelebyong," Ms Oroma alerted the public to the circulation of fraudulent appointment letters.

These fake letters are reportedly being issued by an individual identified as Okurut Bernard, who falsely claims to be a Human Resource Officer for the district.

According to the CAO, Okurut is contacting unsuccessful applicants, alleging that they are on an additional list of successful candidates.

She categorically dismissed these claims and emphasized that the appointment letters are illegal and constitute a criminal offense.

The memo, which was copied to the District Chairperson, Resident District Commissioner, and Secretary of the District Service Commission, has prompted the district security committee to investigate the matter and take appropriate action against Okurut.

The fraudulent activity follows a recruitment exercise conducted for various positions across the district, including:

  • Health Sector: Parish Chief, Medical Officer, Clinical Officer, Theatre Assistant, Porter, Assistant Nursing Officer, Health Information Assistant, Askari, Medical Laboratory Technician, Assistant Anaesthetic Officer, Medical Laboratory Assistant, Enrolled Nurse, and Enrolled Midwife.
  • Education Sector: Head Teacher, Deputy Headteacher, and Education Assistant II.
  • Planning Sector: Senior Planner (unfilled).

The district had transparently published the list of successful applicants on noticeboards, social media platforms, and through individual notifications to the selected candidates.

Ms Oroma has urged the public to remain vigilant and report any suspicious activity or fraudulent offers to the relevant authorities.

She reiterated the district’s commitment to maintaining integrity in its recruitment processes.

“Such fraudulent activities undermine public trust and will be dealt with decisively,” the CAO said, assuring residents of the district’s zero tolerance for corruption and malpractices.
