Police driver docked salary for ferrying charcoal

A police driver has been sentenced to a severe reprimand and a fine of one-third of his monthly gross salary reduction for transporting banned charcoal.

Charles Olweny, 41, attached to Aswa West Regional Police headquarters, was found transporting 89 bags of banned charcoal in police truck registration UP9570.

He pleaded guilty to the charge of Discreditable/irregular conduct contrary to section 44 CODE 12 of the Police Act chapter 303.

Assistant Commissioner of Police Anatoli Katungwenzi, the Aswa East Regional Police Commander, emphasized that the Uganda Police Force remains committed to executing its mandate and condemns such incidents as highly regrettable and isolated individual acts.

“In police force, no one is above the law and anyone who contravene the law will be dealt with as an individual” he said

It was noted that on May 28, 2024, at Ogul checkpoint in Namokora Subcounty Kitgum District, Olweny was intercepted with 89 bags of charcoal in a truck destined for Gulu city.

He was subsequently arrested, charged, and detained at Namokora Sub-county Police Station for dealing in illegal forest products, which was against Presidential Executive Order banning commercial business in northern Uganda.

The 89 bags of charcoal were later handed over to the office of the District Forest Officer at Kitgum Headquarters for final disposal, while the truck was released back to Aswa West Police headquarters.

Last week, Hajj Marijan Walire, the Kitgum Deputy Resident District Commissioner, revealed that upon interrogation, Olweny disclosed that the charcoal belonged to one Beatrice Lalam, the wife of a former police officer who had requested him to help her take the charcoal to her home in Angagura trading centre in Pader District.
