The Office of the Prime Minister has appealed to Parliament for an additional 12 billion shillings to enhance coordination mechanisms, real-time tracking, and monitoring of central and local governments. T

his funding, according to officials, will lead to more effective and better service delivery.

Minister for Karamoja Peter Lokeris and Permanent Secretary Alex Kakooza presented the Office of the Prime Minister's budget framework paper for 2025/2026 to the Presidential Affairs Committee.

The proposed allocation of the additional funding includes 5.5 billion shillings for the Prime Minister's office, 2 billion shillings for the 1st Deputy Prime Minister, 1.5 billion shillings for the 2nd Deputy Prime Minister, 1 billion shillings for the 3rd Deputy Prime Minister, 1 billion shillings for the Minister for General Duties,1 billion shillings for the office of the Government Chief Whip

Committee members questioned the criteria for dividing the additional funding, sparking a debate.

Additionally, MPs expressed concerns over the procurement of 5,000 goats for Karamoja, citing a previous failed initiative that cost 35 billion shillings.

The distribution of iron sheets also raised concerns, with MPs wondering why ministers are involved in the process instead of technical personnel, as required by law.

Meanwhile, the Office of the Prime Minister is urging Parliament to prioritise the allocation of 300 million shillings to facilitate the processing of the disaster management bill, which is critical in addressing the increasing disasters in the country.
