Gov't explains delays in capitation grant remittance to public schools
The Minister of State for Finance, Henry Musasizi, has attributed the delays in disbursing capitation grants to certain public schools to the failure of some institutions to validate their student enrolment numbers as required by the Ministry of Education.
Musasizi addressed the issue during a parliamentary session after Joseph Ssewungu, the MP for Kalungu West, raised concerns about the impact of these delays on the opening of Term Three.

He clarified that the Ministry of Education and Sports had identified discrepancies in the data submitted through the online education management system by various head teachers.
The ministry is ensuring that schools do not inflate enrolment numbers to receive more funds than they are entitled to.
"Based on information from the Ministry of Education, 113 local governments have already been cleared to transfer capitation grants to their respective institutions. The remaining local governments have been reminded to update their enrolments before receiving funds," Musasizi stated.
The total budget for capitation grants for the 2024/2025 fiscal year is Shs 490.298 billion, with Shs 163.433 billion already released for Term Three.
However, despite the release of funds, the Ministry of Education requested that local governments and the Kampala Capital City Authority (KCCA) withhold the transfer of these grants until enrolment numbers are validated.
The delay has left some schools unable to open for the new term, leading to frustration among parents and students alike.
Musasizi emphasized that the government is working to ensure that all eligible schools receive their funds promptly once the validation process is complete.
